Third Party or Sponsor Programs Paying for Tuition

The Cashier's Office is OPEN FOR REMOTE SERVICES and available by telephone and email. Please include your student ID (K#) for faster service.  We will answer all inquiries in the order in which they are received.

Santa Barbara City College works with your third party or sponsor program to facilitate payment of registration fees on your student account.

General Information & Instructions 


  • The following steps may vary: 

    1.  Have your third party billing office email documentation such as the third party authorization billing letter to cashiers@sbcc.edu 
    2. Once documentation has been received, the Cashier’s Office will contact your third party with additional questions, and verification to set up your third party. 

    Drop for non-payment:
    We provide our student's seven days from the date of registration before their payment is due.  If payment has not been received within seven days, students may be dropped for nonpayment of fees. This is called "7-day drop for non-payment deadline". Your Third Party Contract processing times may vary due to different factors such as response times from your third party sponsor and peak registration periods. We strive to complete your third party set up within your 7-day drop for non-payment deadline however, we are unable to guarantee it.  We advise you of the following to: 

    1. Begin setting up your sponsored contract three weeks in advance of your registration date.
    2. Monitor your registration on your pipeline account for warnings about being dropped for nonpayment.
    3. Pay for your classes out-of-pocket until your third party contract has been set up. (You will then be entitled to a full refund.)

  • We advise you to begin your third party set up as early as 3 weeks prior to your assigned registration date. You will need to email
    cashiers@sbcc.edu to verify your intent to register for the upcoming semester. 

    Processing times may vary due to different factors such as response times from the third party and peak registration periods. We strive to complete your third party set up within your 7-day drop for non-payment deadline however, please allow up to 7 business days for processing. 


  • If you want to register for classes now:
    You may need to pay out of pocket for your tuition expenses as your third party may not be set up in time before the 7-day drop for non-payment deadline. Students will not be dropped for non-payment once instruction has begun. You can receive a refund for an out-of-pocket payment from SBCC at no cost once your third party has been set up. 

    If you want to wait until your third party is set up:
    You may add your classes after you receive notification from the Cashier’s Office that your third party/sponsor program has been finalized. Your third party/sponsor program may require you to register for classes prior to set up. Please contact your third party/sponsor program directly for guidance. 
    If you have questions regarding the status of your set up, please email cashiers@sbcc.edu from your Pipeline email. Please include your K# and the name of your third party/sponsor program.


  • Most contracts are only valid for one semester, please ensure that you request a new contract to be sent to the SBCC Cashier’s Office from your third party/sponsor program each semester. 

    If your contract is specifically for one academic year or longer, you will need to email cashiers@sbcc.edu prior to your registration date for each term to verify your intent to register for the upcoming semester. 

    You will receive a confirmation email from the Cashier’s Office to your Pipeline email. Please read this email carefully as this will include information and additional instructions specific to your third party/sponsor program.


  • If you have questions about how to have your third party/sponsor program pay for your books and supplies, please contact

  • SBCC does not offer on-campus housing, please contact your third party/sponsor program directly for questions regarding funds for housing or other outside school related expenses. 
    SBCC will not facilitate the disbursement of these funds.


  • You will need to send a request directly to your third party/sponsor program. If your third party/sponsor program approves this request, they will need to send a contract/letter to cashiers@sbcc.edu.

    The contract/letter must include:

    • Student ID (K#)
    • Student’s full name
    • The semester and year or academic calendar year (ex. Fall 2020 or, 19-20)
    • Itemization of all your registration fees; a parking permit must be specifically listed in order to be covered under your contract.
  • If you paid out-of-pocket before your sponsored program was processed by SBCC, then  you will find a credit on your student account for those fees that are paid by your sponsor. You have two choices with this credit: You may keep the credit on your student account to be used to pay for future classes for up to (3) years.  In this case, there is no action required by you. Alternatively, you may request a refund to be sent to you. Refunds may be requested here.

    Note: If you paid out-of-pocket for your fees, the $10.00 processing fee will be waived. 


  • Third party/sponsor programs are subject to change at any time and the internal billing process between SBCC and your third party/sponsor program can take up to one year.

    We recommend monitoring your Pipeline email throughout the semester and up to one year after you leave Santa Barbara City College. Another option many students employ is to set up their Pipeline emails to be forwarded to their personal emails for a period of time.

Specific Program Instructions & Information

If you do not see your third party or sponsor program listed below, please follow the instructions above for general third party/sponsor program set up. 

  • I would like to enroll in the SBCC Promise:
    The SBCC Promise is not automatic, nor is it mandatory. Students who would like to take advantage of the SBCC Promise must opt in. Please visit www.sbccpromise.org for enrollment information. If you have questions and cannot find the answer on their website, please call (805) 730-4416 or email promise@sbccfoundation.org.

    I have been disqualified, what do I do now? 
    If you have been disqualified from the SBCC Promise, you will have received an email notification from the SBCC Promise. Please contact promise@sbccfoundation.org for questions. 

    I have a balance on my student account, but I thought the Promise covers all my fees? 
    The SBCC Promise is the most ambitious program of its kind, and covers all required fees, books, and supplies for local high school graduates who attend SBCC full-time, for up to two years. However, the balance on your account may be due to one of the following:
    You may not have completed all of your steps to enrollment or you may have been disqualified. Please check your Pipeline email for notifications sent to you from the SBCC Promise. Here's a review of their eligibility criteria:

      1. Did you complete the FAFSA, Dream Act or apply for the California College Promise Grant (CCPG) at the Financial Aid Office? 
      2. Were you enrolled in at least 12 units, unless pre-authorized by DSPS for a reduced unit load?
      3. Did you meet with your Academic Advisor last semester?
      4. Did you maintain Academic Good Standing?

    Please contact the SBCC Promise if you have not met any of the criteria above.


  • Steps to utilizing your Department of Rehabilitation (DOR) tuition assistance:
         1. Contact your DOR counselor 
         2. Have your DOR counselor submit the DOR authorization form to the SBCC Cashier’s Office via email to cashiers@sbcc.edu fax to (805) 897-3576. Forms submitted by students will not be accepted. 

    Please allow 2-3 business days for the Cashier’s Office to process your authorization form. Processing times may vary if additional information is needed by SBCC from the DOR office.


  • Does SBCC accept vouchers? 
    Yes, SBCC does accept vouchers for tuition assistance.
    IMPORTANT: If you plan to apply for Financial Aid and/or qualify for CCPG (California College Promise Grant), do not submit your voucher to our office since the grant will pay for your enrollment fees.

    What does my voucher cover? 
    Vouchers cover enrollment fees only.  

    What does my voucher not cover? 
         - Mandatory fees (Bus Transportation Fee, Health Fee, Student Representation Fee and Student Activity Pass).
         - Parking Permits
         - Any outstanding fines, such as book fines and parking citations.

    Please contact your claims representative directly to find out if your voucher will cover additional expenses. 

    Payment of Fees 
    These fees must be paid within 7-days of registration. Non-payment of fees will result in the student being dropped from classes. Students will not be dropped once instruction has begun. 

    We advise you to begin your voucher set up as early as 3 weeks prior to your assigned registration date. This will allow for our office to process the 3rd party voucher before your 7 day window deadline ends. Processing times may vary if additional information is needed by SBCC from your representative.

    How do I submit my voucher? 
    IMPORTANT: If you plan to apply for Financial Aid and/or qualify for CCPG (California College Promise Grant), do not submit your voucher to our office since the grant will pay for your enrollment fees.

    Step 1 Instructions: You will need to contact your claims representative and request that they email cashiers@sbcc.edu with the following documents and information. 
    1) Email all pages (1-6) of the voucher for the student along with Page 2 which is to be completed by the student appointing SBCC as their training provider. We will not be able to accept the voucher without this page submitted by the claims representative.
    2) Confirm the expiration date listed on the voucher is correct and the claim does not have any external extensions.
    3) We only invoice on a semesterly basis. We invoice any time between the middle and at the end of each semester. Please confirm that this will be accepted. 
    4) Confirm the administrator name as the claim representative would like it shown on the invoices.
    5) Confirm the address of the vendor/insurance company.
    6) Provide an email address where SBCC can email the invoices for each semester.
    7) Confirm all necessary paperwork has been submitted to you by the student to avoid any delays in the payment processing.
    8) Let us know what else you need from SBCC. For ex: A W-9.
    9) Let us know if the student has used any of the $6,000 funds. If yes, let us know the amount remaining on the voucher for this student for tuition.

    Step 2 Instructions: Once your claims representative has emailed us the information from the Step 1 instructions and your voucher, please email us from your Pipeline email with your SBCC ID# (K#) with the following information:
    1) Written confirmation that you do not plan to apply and/or will not qualify for CCPG (California College Promise Grant) with the Financial Aid department for the year current Financial Aid year. Vouchers cannot be used at the same time as CCPG Financial Aid for enrollment fees.
    2) Let us know which semester you intend to register for. (Ex. Fall 2023)
    3) Let us know if you are planning to use your voucher with the SBCC Campus Store for books.

    Step 3 Instructions: After we receive your email with the information needed, you will receive a confirmation email from the Cashier’s Office to your Pipeline email once your voucher has been set up. Please read this email carefully as this will include information and additional instructions specific to your third party/sponsor program. 

    How do I fill out Page 2 of the voucher? 

    1) "Vocational Return-to-Work Counselor" – Leave blank if you only plan to use this voucher for tuition and books.
    2) "Training Provider or School Details":
    Provider Name: Santa Barbara City College

    3) "Training Cost" - The training cost is the amount that you want to be used towards tuition and books at SBCC.
    Example A: $1,000 of your voucher can be used towards a computer purchase. This is something you request seperately from your claims representative. If you plan on using a portion of your voucher for a computer, you can list $5,000 in this section. 
    Example B: $500 can be used for miscellaneous fees. Our suggestion to students is to use this money to help you pay for the mandatory fees since all books and tuition can be billed and these fees cannot. Ask your claims representative for advice. If you plan to request the $500 for miscellaneous fees, you can list $5,500 in this section.
    Example A & B: If you plan to purchase a computer and request the $500 for miscellanous fees, you would list $4,500 in this section. 
    4) Sign the form and date it before you send it to your claims representative.

    How do I use my voucher for books? 
    Books from the SBCC Campus Store are invoiced separately by Cyndi Rogers. Please contact Cyndi for assistance.

    The Dorothy D. Rupe grant will provide funding for California residents who have been accepted into the CNA Program. 

    Which fees are covered? 
    Enrollment fees for CNA 101, CNA 102, CNA 103 and mandatory fees (Health Fee, Transportation Fee, Student Activity Pass and Student Representation Fee). 

    What fees are not covered?
    Non-resident tuition fees will not be covered by this grant. 

    I am taking other classes this semester as well, how do I pay my bill? 
    If you are enrolled in classes not covered by the Rupe grant, you will be responsible for the enrollment fees associated with the class and the mandatory fees.

    To pay your bill:
    - Visit the Cashier’s Office in SS-150 in the Student Services building. 
    - Inform the Cashier that you are a CNA student and you would like to pay for the courses not covered by the CNA Rupe grant. 

    It’s still showing that I owe money for my CNA courses, what do I do? 
    The grant will cover your eligible enrollment and mandatory fees after the CNA class has begun and after the add/drop date has passed. This grant has extended processing times. If you are concerned or if you have a hold on your account due to these fees, please contact cashiers@sbcc.edu

    Will I be dropped from my classes for non-payment? 
    No, students with CNA related fees on their account will not be dropped for non-payment. It is imperative that CNA students monitor their accounts and drop classes by the stated deadlines.

  • To ultilize a trust, you will need to have the trustee contact the Cashier’s Office at via email to
    cashiers@sbcc.edu. The Cashier’s Office will provide the trustee with set up instructions.
